Delaware’s 25 Census Tracts Certified by the U.S. Treasury

News originally published by

Office of the Governor Delaware

US Treasury has officially announced the Certification and Designation of Delaware’s 25 census tracts that will be effective and where Opportunity Zone investors may acquire eligible assets after January 1, 2027. If you have sold any asset that triggers a Capital Gain that is subject to Capital Gains tax, now is the time to meet with your financial advisors to determine whether you should pay the Capital Gains tax or whether the potential advantages of creating and/or investing those Capital Gains into a Qualified Opportunity Zone Fund might be the right solution for you. If you have a project or an eligible Opportunity Zone Business that is seeking investment, or you are an investor looking for an Opportunity Zone project to invest into, Delaware has a new platform that can help!

Under Governor Meyer’s leadership, the State of Delaware has fully embraced the “opportunity” that lives within Delaware’s Qualified Opportunity Zones. Beginning in December 2025, Governor Meyer’s team began the process of community engagement and research before announcing the Governor’s nomination of 25 census tracts for US Treasury to consider for certification and designation as Qualified Opportunity Zones before the deadline of September 28, 2026. During that time, the team simultaneously worked on development of a clearinghouse for project sponsors, wealth managers, and potential investors to find investment opportunities that matched with their respective goals and objectives. Today, we are proud to announce a new State of Delaware landing page that is made available through our partnership with Milken Institute’s Community Infrastructure Center (CIC). All project sponsors, technical assistance providers and potential investors are encouraged to register to participate in the site. The State of Delaware’s landing page may be found here. There is no fee associated with registration or searching the site and there is no cost to the citizens of Delaware for our projects to be included in the platform.

“I firmly believe every community in Delaware can help drive our state’s economy,” said Governor Matt Meyer.“With all 25 of Delaware’s Opportunity Zones now officially certified, we’re focused on turning investment into good-paying jobs, stronger local businesses and lasting benefits for all our residents. Our partnership with the Milken Institute gives community leaders and entrepreneurs an easy way to connect their projects with investors and build a more stable and prosperous future for themselves and their neighbors.”

The Milken Institute’s Community Infrastructure Center (CIC) is a platform designed to scale equitable capital deployment and accelerate community-led infrastructure projects in historically underserved communities. CIC provides free technical assistance to community project sponsors, tools to advance projects, and connections to a broad range of funding sources, including impact and institutional investors, philanthropy, public funding programs, and project development expertise.
